RCOY MENA does not end with a closing ceremony. It ends with a document. Here is how that document gets written.
1. National inputs
Before the conference opens, youth networks in each participating country submit their own priorities: what is already failing, what is being tried, and what they want their government to carry into the negotiations. These arrive as written inputs and shape the agenda of the working groups.
2. Four days in Nizwa
Plenaries set out the regional picture; working groups do the drafting. Each thematic track — adaptation and water, just transition, climate finance and loss and damage — produces text. Policy labs stress-test that text against what is actually negotiable at a COP.
3. Statement and policy paper
On the final day the drafts are consolidated into two documents: the MENA Regional Youth Statement, which carries the region’s positions, and a regional policy paper with the detail behind them. Both are reviewed and adopted in plenary.
4. On to Antalya
The statement is merged into the Global Youth Statement at COY21 and handed to the COP Presidency at COP31 in Antalya, Türkiye, 9–20 November 2026.
The final text will be published on this site in Arabic and English as soon as it is adopted.
